Eviction Lab Quarterly Report Q2 2022
In this quarterly report, the RVA Eviction Lab presents and analyzes a series of data on eviction and housing instability in Virginia during the second quarter of 2022. As in our previous reports, we compare 2022 quarterly eviction data to pre-pandemic levels, using the 2019 quarterly data as a benchmark. This report is broken down into three scales of analysis: state, region (Central Virginia, Hampton Roads, Northern Virginia, and Charlottesville), and the City of Richmond. Second quarter eviction data for every jurisdiction in Virginia is provided in the appendix.
Highlights of 2022’s second quarter include:
- Eviction filings, eviction judgments and default judgments are rising statewide and in every region . Filings increased by 30% between the first and second quarter, while judgements increased 61%.
- Eviction filings and judgements remain below pre-pandemic levels, but they are rising across the Commonwealth. Eviction judgements are now at 51%, 42% and 56% of pre-pandemic numbers in the Richmond, Hampton Roads and Northern Virginia regions, respectively.
- The U.S. Census survey of Virginia renters not caught up on rent indicate levels of housing instability and eviction pressures dropping as eviction filings and judgements rising, with about 61% of households fearing eviction in the next two months immediately before the closure of the Virginia Rent Relief program, compared to 37% immediately following the closure of the program.
